Well, sure, all governments exercise some level of control over those governed. In democracies, this is with the consent of the people who are governed.
But what Palin is suggesting, and I do not think she is wrong, that this government wants to limit your personal choices so it can control you not with laws but with arbitrary regulations and social engineering.
That is not freedom but tyranny.
